Control external hardware

I want to, for example, turn on an LED using VB.Net. The thing is, I realized I cannot use an USB (although it has 2 cables for data, I could find no way of sending no current on a cable so I could use a transistor. I tried finding an USB interface but apparenly I can't find one anywhere, and the ones I find are overpriced (40 euros). I was thinking about using an ATA cable, but I'm not really sure, that's why I came to ask for suggestions.
Basically, I have a transistor and an LED, both hooked up to a current, all I need is to send 4V from the PC in order to enable the transistor and let the current flow and switch on my LED. Then, on another command, cut off that current so the transistor cuts off the connection.
Any suggestions?
