Program running in IE

I saw this software and got me curious and i will like to ask questions
I visited a company last Monday and saw that the software they use runs in an Internet Explorer
The user just type an IP address and the software load into the IE
i want to know if VB.net can produce such software or it has a spacial software for that.

Please give me the list of programming software for such......
