VS 2010 Set VB .Net IDE to build all projects in solution when starting debugging?

I'm having a problem with the IDE. I have right now 5 seperate projects in my solution. The main project references 2 of the other solution projects and those compile just fine if I make changes and just click start debugging. However the last 2 projects are both "plugins" to my main project, and they do not automatically compile. I'm confused as to why.

If I go into my Configuration Manager, all the projects are checked for all configurations. Seems like it should be building all the projects everytime I start debugging, but it doesn't.

Can someone point me to the correct setting to implement this behavior. I just keep for getting to build the plugins when I'm working on them and I go to debug and have to stop and reload when I realize I didn't compile it lol.
